Lực lượng đặc nhiệm hành động tài chính (FATF) khuyến nghị các quốc gia yêu cầu nhà phát hành stablecoin tích hợp chức năng hợp đồng thông minh cho phép đóng băng, đốt hoặc đưa tài sản vào danh sách cấm nhằm ngăn chặn rửa tiền và tài trợ bất hợp pháp.
Trong báo cáo mới, FATF cảnh báo giao dịch ngang hàng qua ví “unhosted” là lỗ hổng lớn trong kiểm soát chống rửa tiền do không đi qua các tổ chức trung gian được quản lý. Cơ quan này cho biết các nhóm tội phạm mạng như Lazarus Group đã sử dụng stablecoin, đặc biệt USDT trên Tron, để rửa tiền từ hoạt động tấn công mạng. Các tác nhân Iran cũng bị cáo buộc tận dụng stablecoin để né lệnh trừng phạt.
FATF đề xuất bổ sung thẩm định khách hàng khi đổi trả stablecoin, áp hạn mức giao dịch và thiết lập cơ chế phối hợp 24/7 với cơ quan thực thi pháp luật.
Trong khi đó, European Central Bank cảnh báo stablecoin có thể làm suy giảm tiền gửi ngân hàng và ảnh hưởng đến hiệu quả chính sách tiền tệ, đặc biệt nếu stablecoin neo theo USD được sử dụng rộng rãi.
Dù vậy, nguồn cung stablecoin neo USD đã đạt khoảng 294,5 tỷ USD, trong đó Tether chiếm phần lớn với USDT gần 184 tỷ USD.
