特朗普此前也公开支持该法案，并敦促国会加快立法进程。特朗普表示，美国银行业与加密行业需要在监管规则上达成一定妥协，以推动该法案最终落地。他认为，完善的数字资产监管体系将有助于巩固美国在区块链创新领域的优势。
尽管获得部分政策支持，《CLARITY法案》在立法层面仍面临明显分歧。争议焦点之一集中在稳定币收益机制上。部分银行业机构担心，稳定币收益计划可能对传统存款体系产生冲击，而加密行业人士则认为，这类机制对推动区块链金融创新和资本效率提升具有重要意义。
