Hainan Standing Deputy Governor: Maritime passage safety requires joint maintenance

【Caixin】 The Executive Vice Governor of Hainan Province, Ba Te’er, stated that the recent fluctuations in international geopolitical situations have led all parties to deeply realize that the peace, security, openness, and connectivity of the oceans are prerequisites for the prosperous development of the blue economy. The changes in the global landscape have endowed the blue economy with new strategic connotations.

On March 26, Ba Te’er expressed this viewpoint at the Boao Asia Forum Annual Conference 2026. He pointed out that deepening maritime cooperation and enhancing supply chain resilience not only have economic significance but also relate to the overall situation of development and security. “We must go beyond zero-sum games, uphold the spirit of multilateralism, and jointly maintain the security of maritime passages.”

Chen Jihong, a distinguished professor at Shenzhen University and the director of the Shenzhen International Maritime Research Institute, stated at the same event that, based on the recent international situation, having a strong maritime fleet is a fundamental guarantee of national maritime security. “About 60% of China’s ocean-going fleet is overseas; how to effectively utilize and control the fleet to serve the national security strategy is a significant challenge,” Chen Jihong said.
