Ueda指出，全球金融体系正在进入新的技术阶段，代币化资产、可编程货币以及区块链结算技术正逐渐改变传统支付体系与资本市场结构。尽管日本央行仍保持审慎态度，但已经开始对金融机构在央行持有的活期存款储备进行技术测试，并建立专门的沙盒环境，以评估区块链结算网络的可行性。
