BlockBeats 消息，2 月 18 日，加州金融保护与创新部（DFPI）发布《数字金融资产法》（DFAL）实施更新，明确要求所有为加州居民提供加密资产相关服务的个人或公司，须在 2026 年 7 月 1 日前持有 DFAL 牌照、提交牌照申请，或符合豁免条件，否则将面临执法行动。
DFAL 由加州州长 Gavin Newsom 于 2023 年 10 月签署生效，建立覆盖全州的加密资产许可与监管框架，监管范围包括多类数字资产服务及加密资产 ATM 终端等业务。该制度被业内广泛类比为纽约 2015 年推出的 BitLicense。
根据安排，DFAL 牌照申请将于 2026 年 3 月 9 日通过 Nationwide Multistate Licensing System（NMLS）开放，监管机构建议企业提前查阅清单并参加 3 月 23 日的行业培训。
加州约占全美区块链企业总数的四分之一。加州区块链倡议联盟（CBAC）执行主任 Joe Ciccolo 表示，由于加州是全球第四大经济体，其监管路径可能推动企业在全美范围内统一合规标准。「清晰且可预期的规则有助于吸引严肃经营者与机构资本」，但他也警告，若执法过于激进或与行业实际脱节，部分企业可能选择退出加州市场或转向海外。
