根据公开信息，该指南可能重点建立“代币分类体系”，用于判断哪些加密资产属于证券范畴并由SEC监管，哪些则可被区别对待。若这一框架最终落地，将直接影响加密企业的注册流程、信息披露要求以及面向投资者开展业务的方式。业内认为，这类委员会级别的解释通常比工作人员发布的意见更具执行力度。
SEC主席Paul Atkins近期多次表示，数字资产监管是当前的重要议题之一。他指出，虽然更完善的法律体系仍需国会推动，但监管机构在必要时也可以通过现有权限采取行动。此前，美国参议院一项涉及加密市场结构的立法在讨论阶段受阻，其中稳定币激励机制成为银行机构与加密行业之间争议的焦点。
与此同时，美国商品期货交易委员会（CFTC）也在推进相关政策。CFTC近日向白宫监管事务办公室提交了一份关于预测市场的提案。CFTC主席Michael Selig在公开活动中透露，监管机构计划发布拟议规则的预先通知，以明确哪些预测类产品可以在受监管市场进行自我认证。
监管部门希望通过统一规则解决联邦与各州在预测市场监管方面的分歧，特别是体育赛事相关合约市场。近期，一些州政府已针对预测市场平台展开执法行动，认为相关业务可能触及博彩法规。随着SEC和CFTC同时推进监管框架，美国加密资产与预测市场的合规边界正在逐渐清晰。
