A vice-president of financial regulation at the Federal Reserve said on Monday that progress has been made in encouraging more banks to borrow from the Fed in emergency situations. However, the Fed is considering new requirements to break the "stigma" of using the Fed's discount window loans. "We hope that requiring the discount window to be prepared, placing collateral in advance, and conducting tests will help reduce the stigma, because we are clearly sending a signal that we want banks to use the discount window," said the vice-president.
