Why is this attack being accused of violating international humanitarian principles?

On March 29, the Iranian Embassy in China issued a statement.

The full text is as follows:

We strongly condemn the recent direct military attacks by the United States and Israel on three Iranian universities—Isfahan University of Technology, Iran University of Science and Technology, and Imam Hussein University. These violent acts against university campuses severely violate international law and international humanitarian principles, constituting a blatant provocation against academic freedom and the shared educational endeavors of humanity.

Universities are sanctuaries for the pursuit of truth and the promotion of peace; any attack on educational institutions is a harm to the foundations of civilization. We call on all universities, research institutions, and colleagues in the academic community worldwide to raise their voices together and firmly oppose any form of military strikes on educational facilities, safeguarding academic safety and dignity.

Let us unite to defend the sacred status of universities as places of peace and knowledge, condemning violence with a united voice and protecting the shared future of all humanity.
