ChainCatcher message: Today, the Ethereum Foundation released a systematic account of how the roles of L1 and L2 are evolving. The core view states that as the ecosystem matures, L2’s primary goal has shifted from “scaling Ethereum” to “providing differentiated functions, tailored services, and self-sovereign, controllable regions,” with scaling taking a secondary position.

The Foundation redefines the role positioning of L1 and L2 as follows:

· L1: as a permissionless, high-resilience global settlement layer, it takes on the functions of shared state, liquidity, and the DeFi hub, and must continue to scale while maintaining resistance to censorship, open-source, privacy, and security

· L2: while developing its own on-chain economy, it will extend Ethereum’s core attributes to a broader range of users, forming a “full-spectrum” ecosystem

The Foundation states clearly that the L2 with the highest integration level with L1 should pursue synchronous composability, full interoperability, shared liquidity, and mechanisms such as Stage 2. Many L2s that have diverse business models and technical expertise will continue to play important roles, providing functions that L1 cannot.

The Ethereum Foundation says it will continue investing in technology to help L2 extend L1’s core attributes more smoothly and to securely access cross-layer liquidity, while also emphasizing that L2 must maintain transparency and verifiability of its security properties.
