The construction of the low-altitude economy standard system is accelerating, and related listed companies are ushering in a new development milestone.

The low-altitude economy is an important track for China’s strategic emerging industries. Currently, the industry is transitioning from pilot exploration to large-scale and standardized development, with various links in the industrial chain accelerating their layout, and the supporting institutional framework urgently needing improvement. Against this backdrop, the top-level design of the national low-altitude economy standard system has been officially released, laying a solid institutional foundation for the high-quality development of the industry.
On February 2, the State Administration for Market Regulation, the Central Air Traffic Control Office, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Transport, and the Civil Aviation Administration of China, among other ten departments, jointly issued the “Guidelines for the Construction of the Low-Altitude Economy Standard System (2025 Edition)” (hereinafter referred to as the “Guidelines”). The “Guidelines” clarify that by 2027, the low-altitude economy standard system will be basically established, meeting the needs for the safe and healthy development of the low-altitude economy. By 2030, the number of standards in the low-altitude economy sector will exceed 300, with a basic formation of a low-altitude economy standard system that is optimized, advanced, reasonable, and internationally compatible, providing strong support for the safe and healthy development of the low-altitude economy.
Sun Yuhao, a senior partner at Shanghai Haihua Yongtai Law Firm, stated in an interview with Securities Daily that the “Guidelines” establish unified technical rules for various links in the low-altitude economy industrial chain and clarify market expectations, breaking down the barriers to large-scale development caused by standard issues. Listed companies engaged in the low-altitude economy can rely on this system to clarify compliant R&D paths and transform technology into core barriers through participation in standard formulation. From a legal perspective, the “Guidelines” integrate mandatory and recommended standards, delineating safety bottom lines while leaving enough room for innovation. Among them, whole aircraft manufacturers that can participate in or even lead the formulation of standards for electric vertical take-off and landing aircraft, as well as suppliers that have achieved breakthroughs in domestic substitution of core components, are more likely to form competitive advantages.
In the whole aircraft manufacturing sector, leading companies are taking the initiative to layout and have achieved significant results. Zhejiang Wanfu Aowei Turbine Co., Ltd. (hereinafter referred to as “Wanfu Aowei”) completed the acquisition of core assets of the German eVTOL (electric vertical take-off and landing aircraft) company Volocopter in March 2025. By integrating Volocopter’s cutting-edge technology in the eVTOL field, including the distributed electric propulsion system and VoloIQ aviation cloud platform, and combining it with Wanfu Aowei’s own manufacturing experience in the general aviation sector, they successfully constructed a multi-scenario product travel matrix of “fixed-wing + vertical take-off and landing aircraft + drones.”
Similarly, companies in the core components sector are accelerating technological breakthroughs and seizing industrial opportunities. Zhejiang Jindun Fan Co., Ltd. established a wholly-owned subsidiary, Zhejiang Hanyi Intelligent Propulsion Technology Co., Ltd., in July 2025 to specialize in the research and industrialization of ducted propellers. In December of the same year, the company disclosed on the investor interaction platform that its ducted fan products under research had completed ground performance and reliability verification, achieved installation integration with customers’ low-altitude aircraft, and successfully completed vertical take-off, hovering, and flight verification.
In the operation service and scenario application sectors, leading enterprises are leveraging their network layout and operational qualifications to continuously promote large-scale piloting in 2025. SF Holding Co., Ltd. launched the country’s first “air-ground coordination” smart logistics operation center in Shenzhen in February 2025. In March of the same year, the company collaborated with Yifei Aviation to advance a pilot project for large unmanned transport aircraft and ordered 100 units of the ES1000 model as the first batch. In April of the same year, they laid out a low-altitude logistics network in Hong Kong and planned ten take-off and landing points.
Public information shows that SF Holding Co., Ltd. is continuously building a low-altitude logistics network centered in Shenzhen and radiating to major cities in the Guangdong-Hong Kong-Macao Greater Bay Area. They have opened multiple intercity routes from Shenzhen to Dongguan, Zhongshan, Zhuhai, and have launched a “cross-city delivery” service for individual users, providing efficient and convenient low-altitude logistics support for the economic development of the Greater Bay Area.
With the implementation of the industry standard system, the policy support for the low-altitude economy will also be further improved. The new “Civil Aviation Law of the People’s Republic of China” will officially take effect in July 2026.
In this regard, Bai Wenxi, chairman of Zhonghe Kunlun (Beijing) Asset Management Co., Ltd., told Securities Daily that the “four-dimensional integration” standard system constructed by the “Guidelines,” in conjunction with the new “Civil Aviation Law of the People’s Republic of China” and the “Statistical Classification of the Low-Altitude Economy and Its Core Industries (Trial),” will provide safe, efficient, and coordinated support for the large-scale development of the low-altitude economy. In the next one to two years, airworthiness certification, airspace opening, and scenario applications will become the core highlights of the low-altitude economy, driving it to become one of the new engines of China’s economic growth.
