On March 22, a reporter learned from Beijing Customs that the human serum samples for clinical trials of vaccines conducted abroad by Beijing Zhifei Green Bamboo Biopharmaceutical Co., Ltd. recently entered the country smoothly, taking only one business day from arrival to receipt. Since the city established a joint supervision mechanism for the entry and exit of high-risk special items, the customs clearance time for such items has been significantly shortened, supporting the high-quality development of the city’s biopharmaceutical industry.

“Serum samples are at great risk during transportation, especially in temperature control, and the significant improvement in customs clearance efficiency has been a big help for us,” said Xu Wei, Marketing Manager of Beijing Zhifei Green Bamboo Biopharmaceutical Co., Ltd. He expressed relief seeing the serum samples successfully enter the country and be sent to the China Food and Drug Administration. According to him, the company is one of the pilot enterprises for the joint supervision mechanism. With limited experience in customs clearance procedures, they did not expect to complete all procedures within one day.

The reporter learned that in December 2024, the city issued the “Beijing High-Risk Special Items Entry Joint Supervision Mechanism Pilot Program,” establishing a multi-departmental full-process collaborative supervision system in the frontier fields of biomedicine, helping to build a modern pharmaceutical industry cluster with global influence.

Under this supervision mechanism, multiple departments jointly conduct comprehensive assessments of qualified research institutes, R&D organizations, biopharmaceutical companies, and medical institutions within Beijing. Besides Beijing Zhifei Green Bamboo Biopharmaceutical Co., Ltd., several companies such as Zhifei Biotech, Junke Zhengyuan, and Kunhao Ruicheng have already secured sanitary quarantine approval for the import and export of high-risk special items.

Moreover, in terms of sanitary quarantine approval for special items, Beijing Customs pioneered the “Low-Risk Special Items Intelligent Approval” nationwide, further improving approval efficiency. At the same time, for high-risk special items risk assessment, a series of enterprise-friendly measures have been implemented, such as increasing assessment agencies, frequency, and formats, reducing redundant evaluation content, maintaining relatively fixed risk assessment times, and enhancing assessment efficiency.
