There are new developments in personnel adjustments within China State Construction Engineering Corporation (CSCEC). On March 20, CSCEC announced the appointments of the general managers for two core project bureaus: Wang Huaping, former deputy general manager of the Eighth Bureau, was transferred to become the general manager of the Fourth Bureau; Wang Shengmin, former deputy general manager of the Third Bureau, was appointed as the general manager of the Fifth Bureau.
Notably, the appointment of the new general manager for the Fourth Bureau fills a vacancy that lasted for half a year. On August 15, 2025, the Fourth Bureau held a cadre meeting where Ma Yijun no longer served as general manager. On that day, only Zhou Sheng was appointed as chairman, leaving the general manager position vacant. It was not until Wang Huaping’s official appointment that this vacancy was finally filled.
This series of appointments is interpreted by the market as CSCEC reallocating management resources from its advantageous subsidiaries to related enterprises to address regional market challenges and opportunities.
According to official CSCEC sources, on March 20, the Fourth and Fifth Bureaus held cadre and staff meetings, announcing new personnel appointments. Wang Huaping was appointed as director, general manager, and deputy party secretary of the Fourth Bureau. On the same day, Wang Shengmin, former deputy general manager and chief economist of the Third Bureau, officially took on the roles of director, general manager, and deputy party secretary of the Fifth Bureau.
Both new general managers come from the recognized top tier within CSCEC—namely, the Third and Eighth Bureaus. Industry experts generally see this as a precise talent matching and allocation based on the different development stages and core needs of each project bureau at the corporate level.
In fact, Wang Huaping’s transfer highlights the Eighth Bureau’s role as a key “executive output hub” within the group. According to incomplete public data, in recent years, the Eighth Bureau has transferred several core executives within the system:
Public records show that Wang Huaping, born in 1979, previously served as deputy general manager of the Eighth Bureau and as a key leader of its southern branch. He has a strong foundation in the Guangdong-Hong Kong-Macao Greater Bay Area market and extensive experience managing large landmark projects such as the Shenzhen Universiade Center. He is regarded as a key figure for the Eighth Bureau’s presence in South China.
The continuous output of senior executives is backed by the strong performance of the Eighth Bureau. Public financial reports indicate that by the end of 2024, the Eighth Bureau’s revenue was approximately 480 billion yuan, with a net profit of about 12.876 billion yuan, and net assets around 94.735 billion yuan. Its core financial indicators rank among the top within the group’s project bureaus, and its market expansion and project management systems are considered industry benchmarks.
For the other main player in this personnel adjustment, the Fourth Bureau, the arrival of the new general manager comes at a critical development stage.
According to official website information, the Fourth Bureau was established in 1962. It is a key subsidiary of CSCEC among the Fortune 500 companies and the only major company headquartered in Guangzhou. It is a large-scale comprehensive investment and construction group directly managed by the central government in Guangdong. The company currently employs over 30,000 people. Besides its headquarters in Tianhe District, Guangzhou, eight of its fourteen main production units are based in Guangdong, with over 10,000 employees in the region.
This appointment continues the optimization of the leadership team of the Fourth Bureau. As early as August 2025, Zhou Sheng, then general manager of the Third Bureau, was transferred to serve as chairman and party secretary of the Fourth Bureau. Born in 1978, Zhou Sheng is the youngest “leader” among the eight major project bureaus of CSCEC. He graduated from Chongqing University of Architecture in August 1999 and joined CSCEC, starting from grassroots positions. With solid business skills, he steadily rose through the ranks and is known for meticulous management and tackling major projects at the Third Bureau.
Now, with Wang Huaping from the “sales elite” of the Eighth Bureau, familiar with the South China market, appointed as general manager, the Fourth Bureau has formed a new management pattern of “Chairman of the Third Bureau + General Manager of the Eighth Bureau.”
It is worth noting that, in terms of age, both the chairman and the general manager of the Fourth Bureau are among the youngest management partners within CSCEC’s eight major project bureaus. Whether this new leadership team can effectively integrate and lead the Fourth Bureau to overcome business and financial difficulties will be a key focus for future market attention.
