On March 21, China National Offshore Oil Corporation (“CNOOC” or “the Company”) issued an announcement titled “Changes in Directors, Senior Management, and the Composition of the Board Committees.”

The announcement discloses that the CNOOC Board of Directors has decided, in order to optimize the company’s governance structure and to meet the needs of decision-making processes and operational management, to implement the following changes in directors and senior management, as well as adjustments to the composition of the Board committees, effective March 20, 2026.

Mr. Yan Hongtao resigned from his positions as Executive Director, President, member of the Strategy and Sustainability Committee, and Safety Director due to work adjustments; Ms. Mu Xiuping resigned from her position as Executive Director due to work adjustments.

Mr. Huang Yongzhang was appointed as Vice Chairman, Executive Director, CEO, President, and member of the Strategy and Sustainability Committee.

Mr. Huo Jian, Mr. Yu Jin, Mr. Yan Hongtao, and Ms. Mu Xiuping were appointed as Senior Vice Presidents; Mr. Yu Jin was also appointed Safety Director; Ms. Mu Xiuping remains Chief Financial Officer. Due to work adjustments, Mr. Sun Dalu no longer serves as Executive Vice President; Mr. Zhao Chunming, Mr. Liu Yongjie, and Mr. Liu Xiaogang are no longer Vice Presidents.

Brief biography of Mr. Huang Yongzhang:

Mr. Huang Yongzhang, born in 1966, is a Senior Engineer with a Doctorate in Engineering. He has previously served as Deputy General Manager of China Petroleum Nile River Company, Deputy General Manager and Safety Director of China Petroleum Exploration and Development Company, Executive Deputy General Manager and General Manager of China Petroleum Middle East Company, and Head of the Middle East Coordination Group. From April 2020 to September 2025, he served as Vice President of China National Petroleum Corporation, during which he also served as Safety Director. From September 2020 to September 2025, he was a Director of China Petroleum & Chemical Corporation, and starting March 2021, he also served as President. Since September 2025, he has been a Director and General Manager of China National Offshore Oil Corporation.
