Two Departments Jointly Issue Opinion to Comprehensively Advance Child-Friendly Construction

On the 17th, the National Development and Reform Commission announced that, in order to thoroughly implement the principle of prioritizing children, better protect minors’ legal rights, and promote children’s healthy growth and comprehensive development, the State Council approved the joint issuance of the “Opinions on Promoting Child-Friendly Development Across Society” by the National Development and Reform Commission and the Office of the Women’s and Children’s Work Committee of the State Council. This document provides a systematic plan for child-friendly development.

The opinions systematically summarize the experience from the pilot construction of national child-friendly cities and deploys comprehensive child-friendly initiatives. Using cities as the basic units, it coordinates key areas such as social policies, public services, rights protection, growth spaces, and development environments, integrating policy measures systematically. Focusing on public policies, public facilities, and public services, it promotes ensuring children’s rights and prioritizing children’s needs in policy formulation, planning, and resource allocation. It accelerates the transformation of public spaces to be more child-friendly, continuously optimizes public service provision, implements free and preferential policies for children, and introduces practical measures related to schooling, medical care, transportation, sports, and recreation.

The opinions emphasize strengthening the safety protection line for children, deeply enhancing the “six major protections” involving family, school, society, internet, government, and judiciary. It aims to improve protection mechanisms, reinforce risk prevention and control, and effectively safeguard minors’ safety and healthy growth. (According to Xinhua News Agency)
