“Legal Auction Loan” Breakthrough to Ease Difficulties; Improving Efficiency and Quality in Judicial Enforcement

Hunan Legal Daily (Multimedia Reporter Liang Yuan, Correspondent Xiang Ziying) — “I never thought that I could get a mortgage for a judicial auction property, allowing me to buy my dream house with a limited budget!” Recently, under the witness of a judge from the Jishou Court Enforcement Bureau, buyer Li successfully won a property through the “Legal Auction Loan” program, holding the relevant documents with joy. This scene vividly reflects Jishou Court’s deepening of enforcement system reform and innovation in asset disposal methods.

For a long time, the requirement of “full payment” in judicial auctions raised the participation threshold. Many prospective buyers with housing needs were deterred by financial pressure, which not only constrained the vitality of the judicial auction market but also affected asset disposal efficiency and the rights of enforcement applicants. Finding a solution to this pain point has become an important focus for Jishou Court in advancing the “Resolving Difficulties in Enforcement” initiative.

To address this, the Enforcement Bureau of Jishou Court proactively shifted its approach, implementing targeted measures, actively engaging with financial institutions, tax authorities, and the real estate registration center, and innovatively introducing the “Legal Auction Loan” service. This bridged the gap between judicial auctions and financial services, accelerating enforcement work and opening a new path for homebuyers with urgent needs.

Recently, a judicial auction conducted by Jishou Court offered 30 properties. Thanks to the implementation of the “Legal Auction Loan” policy, the bidding threshold was significantly lowered, and market attention and participation increased markedly. After multiple rounds of fierce bidding, 19 properties were sold, with enforcement funds totaling over 10.11 million yuan, and a transaction rate of 63.3%, far exceeding traditional auction modes. Among these, 10 properties were sold through the “Legal Auction Loan,” accounting for more than half of the total transactions, with banks issuing a total mortgage of 3.91 million yuan.

This injection of financial “fresh water” not only helps families with urgent housing needs realize their “dream of settling down” but also effectively stimulates the judicial auction market and solves the stubborn problem of asset realization. The efficient progress in property disposal is not only a practical example of Jishou Court practicing correct performance views and serving the people but also a significant achievement in promoting the “Legal and Financial Protection” initiative.

Next, Jishou Court will continue to explore and improve supporting mechanisms for judicial auctions, further optimize enforcement measures, deepen cooperation between courts and banks, and continuously enhance the quality and efficiency of asset disposal, truly transforming “paper rights” into “real money.”
