People’s Financial News, March 16 — The Guangdong Provincial Development and Reform Commission has issued the “Action Plan for Supporting the Innovative Development of Artificial Intelligence OPC in Guangdong Province (2026–2028).” It proposes building a green, coordinated computing power network, establishing a national hub node in the Guangdong-Hong Kong-Macao Greater Bay Area, and helping AI OPCs access inclusive computing resources with cross-regional flexible scheduling.

The plan emphasizes provincial and municipal collaboration to improve the “computing power voucher” system, reducing the actual cost of computing power for AI OPCs. It aims to create an intelligent public computing power service platform that provides real-time access to rack, computing, network, and application resources, optimizing supply and demand matching and transaction processes to support AI OPCs in efficiently obtaining computing resources.

A “government—community—platform—OPC” linkage mechanism will be established, providing computing support to eligible early-stage AI OPCs through methods such as “computing power vouchers.”
