City clusters should prioritize conducting pilot programs in application scenarios that are adequately equipped, including fuel cell vehicles, green methanol, hydrogen-based chemical raw material substitution, hydrogen metallurgy, and hydrogen-blended combustion, while actively exploring innovative hydrogen energy application scenarios, forming a hydrogen energy comprehensive application ecosystem of "1 fuel cell vehicle universal scenario + N industrial domain application scenarios + X innovative application scenarios." In terms of fuel cell vehicles, taking the construction of hydrogen energy highways and hydrogen corridors as the main line, the focus is on promoting large-scale application of commercial vehicles in medium-to-heavy, medium-to-long distance transportation and cold chain logistics, encouraging application of vehicles in public transit, urban logistics, urban sanitation, and earthwork transportation, and exploring application in private vehicles such as official vehicles and ride-hailing cars.

Each city cluster should prioritize testing scenarios such as fuel cell vehicles, green ammonia, hydrogen-based chemical raw material substitution, hydrogen metallurgy, and hydrogen-blended combustion. They should actively explore innovative hydrogen energy applications to develop a comprehensive hydrogen energy ecosystem consisting of “one general fuel cell vehicle scenario + N industrial application scenarios + X innovative application scenarios.”

In terms of fuel cell vehicles, the focus is on building hydrogen highways and corridors, mainly promoting large-scale use in medium and heavy-duty, medium- and long-distance transportation, and cold chain logistics. Encouragement is given to applications in public transportation, urban logistics, city sanitation, and construction debris transport, as well as exploring applications in official vehicles and ride-hailing cars.
