DSE | Cai Ruolian: Civic Science Achievement Rate Exceeds 90% in First Two Sessions, Satisfactory Results
Legislative Council Education Panel discussed the development of the Senior Secondary Citizenship and Social Development subject. Education Bureau Chief Carrie Lam stated that in the first two cohorts of the Diploma of Secondary Education (DSE) for Citizenship, the pass rate for local students exceeded 90%, and overall performance was satisfactory.
Over 150,000 Secondary Students Participate in Mainland Visits for Citizenship
She pointed out that since the 2022/23 school year, more than 150,000 secondary students have participated in mainland visits related to the Citizenship subject. This school year, 28 different itineraries of varying lengths have been introduced, with the number of national history and red resource programs increased to 15. Participants responded very positively.
Carrie Lam said that the Curriculum Development Office will develop different teaching materials based on actual teaching needs, and will also hold lectures and seminars for teachers on new topics to cultivate students’ abilities, thinking, and values. For example, with the daily changes in the Middle East situation, students should learn to analyze rationally and approach information with the right attitude and careful discernment.
Josephine Jiang Concerned About Mainland Visits; Carrie Lam: Safety Is the Priority
Tourism sector legislator Josephine Jiang expressed concern about the quality of food, accommodation, and transportation services during the mainland visits. Carrie Lam emphasized that student safety is the top priority. Procurement and approval processes are very strict. While price is considered, quality is the most important.
She pointed out that the authorities have introduced a double-envelope system to ensure that experienced and capable contractors are responsible for the projects. The tender considerations include accommodation, transportation, meals, group leader arrangements, staff experience, vehicle age, and emergency response measures.
