Public housing is difficult to access | Housing Bureau: Over 2 million can buy HOS flats
Housing Authority recommends increasing public housing income limits by 2.8% and asset limits by 1.4%. During the Legislative Council meeting, some members expressed concern that some citizens may resign or request their employers to reduce their salaries to avoid losing public housing eligibility.
Deputy Secretary for Housing, Cheung King-sing, stated that the entire housing ladder managed by the Housing Authority or Housing Bureau includes not only public housing but also many subsidized sale units. For example, the Home Ownership Scheme (HOS) units to be sold in 2025 are priced at around HKD 6,000 per square foot. Calculations show that with about HKD 2 million, one can purchase an HOS unit, which is a self-occupied property, or the Housing Authority offers up to 90% mortgage. Therefore, getting on the property ladder is not too difficult.
