On November 10, after U.S. Senate Majority Leader and Republican Mitch McConnell announced a potential agreement to end the government shutdown, the Senate Appropriations Committee immediately released three proposals aimed at ending the shutdown. Current disclosed processes indicate that the Senate is expected to first vote on advancing the temporary funding resolution passed by the House (which has failed to advance in the Senate 14 times previously); subsequently, it will be amended to include full-year appropriations measures and a longer government funding extension plan; the plan also includes an agreement to vote on the healthcare policy content sought by the Democrats on the scheduled date. The Senate is expected to vote on the temporary funding measures as early as the morning of the 10th Beijing time. This measure needs 60 votes to advance, and the Republicans currently hold 53 seats in the Senate. Senate Democrats are scheduled to hold a core member meeting at 6 a.m. Beijing time on the 10th to discuss proposals related to ending the government “shutdown.” The outcome of their meeting is expected to directly impact whether the government shutdown ends.
