Two sources familiar with the negotiations said that discussions between senior Democratic and Republican negotiators in the Senate have hit a wall. There are no plans for discussions between the group led by Ben Cardin, Chairman of the Senate Foreign Relations Committee (Democrat from Maryland), and the committee's top Republican, Jim Risch (Republican from Idaho). The lack of bipartisan cooperation in the Senate may jeopardize the opportunity for Congress to pass legislation related to the International Criminal Court, potentially shifting the responsibility for managing the court to the White House.
