Ukraine Expected to Launch Strategic Bitcoin Reserves
Ukraine Develops Legal Framework for Bitcoin Reserves
Ukraine is developing a legal framework to hold Bitcoin in the national reserve fund. A special parliamentary committee, led by financial officials, is finalizing the draft law. MP Yaroslav Zhelezniak has confirmed this plan and is responsible for overseeing related draft laws. The goal of the proposal is to regulate how the country acquires, stores, and manages Bitcoin reserves, while ensuring compliance with cryptocurrency regulations expected to be enacted in 2025.
This law will support the holding of digital assets for the national financial plan, ensuring transparency, compliance, and oversight from the central bank and regulatory agency. Ukraine is receiving support from Binance to establish a Bitcoin reserve infrastructure. This cooperation includes guidance on the reserve mechanism and technical infrastructure, with ongoing discussions about the implementation strategy.
In addition, Ukraine plans to cooperate with the National Bank and the International Monetary Fund to pass comprehensive legislation on digital assets by early 2025. This law will include fiscal policies, exchange regulations, anti-money laundering measures, and income tax, clarifying the legal responsibilities of market participants and state organizations.
