U.S. Tightens Grip on AI Chips as China Builds Its Own Semiconductor Empire
The U.S. Senate has passed a new bipartisan bill requiring tech giants Nvidia and AMD to prioritize American buyers over Chinese customers when selling advanced artificial intelligence chips.
Meanwhile, China is ramping up domestic chip production, tightening import controls on U.S. components, and pouring billions into homegrown research and fabrication, aiming to end its reliance on Western technology.
U.S. Senate: America First, China Later The new law, approved on October 10 as part of the annual Defense Authorization Act, was spearheaded by Senator Elizabeth Warren and Representative Jim Banks.
It mandates that U.S. startups, research institutions, and tech firms receive priority access to AI chips, while China and other “adversarial” nations face stricter export limitations. “Today, the Senate ensured that American customers won’t have to stand in line behind Chinese tech giants to buy the latest AI chips,” Warren said after the vote. The measure reflects growing concerns over China’s technological rise and the potential use of AI to expand its military and surveillance capabilities.
China Strikes Back with Inspections and Import Controls Beijing swiftly responded.
Customs task forces have been deployed to major Chinese ports to inspect semiconductor shipments and crack down on the smuggling of Nvidia AI chips and other U.S. hardware.
According to the Financial Times, between May and August, over $1 billion worth of Nvidia AI chips were illegally smuggled into China. In addition, China’s Cyberspace Administration (CAC) instructed tech giants like ByteDance and Alibaba to halt purchases and testing of Nvidia’s H20 and RTX Pro 6000D chips — despite these models being specifically designed to comply with U.S. export rules.
Huawei Leads China’s Semiconductor Rebellion Enter Huawei, which after being hit by U.S. sanctions in 2019, has dramatically accelerated its independent chip development.
Sources close to the company report that Huawei is now building new semiconductor fabrication plants in Shanghai, Ningbo, and Qingdao while simultaneously developing alternatives to technologies from Nvidia, ASML, SK Hynix, and TSMC. Beijing’s broader strategy aims to triple domestic chip output within the next year, meeting internal demand previously covered by U.S. imports.
Industry insiders say China’s newest processors are now on par with Nvidia’s China-specific models, such as the H20.
Split Between the Senate and House While the Senate pushes for tighter export restrictions, the House of Representatives passed its own version of the defense bill without such limitations.
Both chambers must now reconcile their differences before the legislation can take effect. Tech companies — including Nvidia — warn that excessive restrictions could stifle innovation and undermine U.S. competitiveness, especially as China strengthens its self-sufficient supply chain. “The Senate is addressing a problem that doesn’t exist. The U.S. has always been our top priority,” Nvidia said in a statement.
